Ban on Pet Shops Selling Pets

There is a lot of media surrounding a movement to ban pet shops from selling pets in order to stop "pet farming".

I agree it is out of control and the one that suffers at the end of it all is the pet, the cat or dog etc. who is purchased at a whim and then sent to a pound to be put down when it all becomes too hard.

Is banning pet shops from selling pets the answer or should regulations be put in place for potential pet owners to sumit a "plan" of sorts on how they will look after their pet, a plan which ensures that they have given thought to full ramicications of pet ownerships.

Pets are not accessories, they are a responsibility, a big one at that so a decision that should not come easily. This may make an impulse purchase less likely, which will slow down sales and then put pressure on the pet farms to stop breeding pets for the purpose of a profit. What do you think?
